The Help function works if I connect to the Internet via tethered access from my cell phone. Follow the instructions in Disable Internet access from CS5 Community Help Client for system administrators (cpsdi_84992) to install the offline Help content. It's a shame that the Developer tool only works after IE has been launched. Currently the Help client is not compatible with authenticating proxies.
Do you see the issue in IE/Firefox? In the Download Preferences pane, select Adobe Reader X. If this client is prevented from checking online it will give the error: "Online Help content cannot be displayed.
