I'm honestly not sure which one FTP was supposed to use because it was set up before I got here. The FTP user has no access to the home directory (C:\inetpub\vhosts\domain.tld\) or is not listed in the access list. So I just created a user on this machine by going to computermanager--Local users and groups--Users--New user(ftp_guest) and created folder for this user under E:\LocalUser\ftp_guest and granted access to this user I appeared to do the exact same thing I was doing before but for some reason this time it worked!
